Page rank is a measurement of  importance of a web page based on their incoming link from any other sites. For getting good PR you have to build links from quality content web pages which relevance to your content.It is calculated by the number and quality of the links from other sites to your site.

According to Larry Page who is co-founder in Google PR is an indicator that shows importance /quality of a web site. This rank prevails within 0 and 10. Highest rank is10 and lowest rank is 0. I haven’t seen any web site which having page rank 10.Google.com also having 9 (9/10).

When checking a Page Rank, if you get  "N/A" it is means your site has not any rank yet.According to Matt Cutts who is head of Google's web-spam Team,  they update page ranks in every  period of time.
